Public value test for public broadcasters

Due to a change in legal regulations as of June 1, 2009, the online services of public broadcasters in Germany must undergo a so-called “three-tier test” (Drei- Stufen-Test) in order to demonstrate their value to the public.

The second tier of this “three-tier test” involves a comprehensive examination of the effects of public broadcasters’ services on the public and on economic competition.

Goldmedia was commissioned to evaluate diversde German public broadcasters’ online services, including the online services of ARD, RBB, WDR, MDR or BR.

The tests consits of comprehensive market analysis including user research and conjoint analysis.
